Western Harbour Tunnel Scholarship

| The Company's community involvement extends to supporting the education that
nurtures our society's talents. The Company has committed itself to
establishing an annual scholarship at the University of Hong Kong, beginning
from 2005/2006. Every year, the scholarship is awarded to a student
studying for the degree of Bachelor of Engineering in Civil Engineering, and
covers tuition fees for three academic years of the undergraduate curriculum. Annual renewal is
subject to steady academic progress. Along with the scholarship is a summer
placement contract during the scholarship recipient's second and third year of
studies. From 2006, there are two scholarship recipients participating in our
student internship program every Summer.

| To offer students with real life work experience, the Company has been invited
by tertiary institutions to participate in the Student Internship Program starting from 2003. Students were
attached to different departments during summer holidays, and provided with the
chance of practicing the learned theories and well preparing for working in
society in the future.
